Fly-tipping statistics for England by council

Councils in England dealt with 1,257,863 fly-tipping incidents in 2024/25 (April 2024 to March 2025), 21.5 for every 1,000 residents, up 9% on 2023/24. They took 571,861 enforcement actions, including 68,760 fixed penalty notices and 1,377 prosecutions. This page ranks 267 councils by incidents per resident and links to a page for each council.

About these figures

Since 2019/20, the first year Defra's England total counts every council's figure as reported (with estimates only for missing returns), the count was highest in 2024/25 (1,257,863) and lowest in 2019/20 (979,728). Enforcement actions went from 473,051 in 2019/20 to 571,861 in 2024/25, and fixed penalty notices from 75,445 to 68,760. Councils record fly-tipping in different ways, and some have changed how they record it, so national changes reflect recording as well as dumping.

Fly-tipping was most often recorded on highways, and the most common kind of waste was other household waste. 37% of incidents were on highways. 51,792 incidents were the size of a tipper lorry load or larger (4.2% of those with a size recorded).

London had the highest rate (56.9 incidents per 1,000 residents) and the South West the lowest (9.8). Regional figures add up the councils in each region that count all incidents, the same basis as the council ranking, so they differ from Defra's regional totals; enforcement figures also leave out councils that returned no actions or only part of a year (Isles of Scilly, Cheltenham, Chorley and Liverpool).

Among the 267 councils that count all incidents and recorded 100 or more, Camden had the highest rate (166.9 per 1,000 residents) and West Suffolk the lowest (1.5). On enforcement, West Suffolk took the most actions per 100 incidents (308.3) and Croydon the fewest (0.3), among the 254 councils ranked on enforcement (those with 20 or more actions for a full year). The 2024/25 counts of 7 ranked councils more than doubled or fell by more than half against England's change, which may reflect a change in recording (the note column gives the 2023/24 count): Great Yarmouth, Kingston upon Hull, Rugby, Colchester, North Lincolnshire, Windsor and Maidenhead and Gedling.

1,257,863 incidents were recorded by councils in 2024/25, 21.5 per 1,000 residents, against 1,152,632 in 2023/24.

Which council has the most fly-tipping per resident?

Of the 267 councils ranked (those that count all incidents), Camden had the highest rate in 2024/25, 166.9 incidents per 1,000 residents. West Suffolk had the lowest, 1.5.

How many fly-tipping fines were issued in England?

Councils issued 68,760 fixed penalty notices in 2024/25 (19,196 for fly-tipping itself) and 9,286 were recorded as paid. Courts issued 1,250 fines after prosecutions, totalling £673,433.

An incident is an illegal deposit of waste that a council dealt with or had reported to it, from a single black bag to multiple lorry loads; councils return the figures to Defra through WasteDataFlow each quarter.

Most fly-tipping on private land is cleared by the landowner and is not counted, and the largest and most organised dumping is dealt with by the Environment Agency, which is not included. Since 2019/20 Defra has recorded whether each council counts all incidents or only those reported by the public or found by its own staff. Councils that count only some incidents record fewer, so they, and councils that changed how they count during the year, are not ranked here. Sizes are recorded for the incidents a council investigated and cleared, so they can add up to fewer than all incidents.

Enforcement actions include investigations, warning letters, fixed penalty notices and prosecutions; court fine figures exclude fixed penalty payments. Rates are per resident, so council areas where many people work or visit but few live, such as central London, have high rates for that reason.
